Show Ticket Name on Hover Over Ticket Number

When viewing the miner list, add a tooltip that displays the ticket title or summary when hovering over the ticket number. This would let users quickly see what the ticket is about without needing to open it in a new tab or leave the page. It would save time during triage, make it easier to identify duplicate issues, and help prioritize work at a glance.
