Creating tickets after a number of actions occurr.

I would like the ability to have a trigger that would try 2 or 3 steps and then creat a ticket if unsuccessful. For example If a miner is unresponsive for a specific period of time. Try a software restart, then a reboot, then then power cycle the smart pdu port, then create a ticket for a tech.
