Small Changes To Power Pricing Modal
1. Allow Power Cost Adder to be in $ amounts of %'s, currently only dollar amounts, but some contracts are % based.
2. Add a text box for fixing components of the bill based on transmission usage. Most power is billed as energy and then the cost to deliver. This should be based off of the max usage per day of the facility.
3. Add another text box for fixed costs such as service charges, facility or substation fees etc.

Just a reminder to the community. The point of the idea board is to understand how many of our customers are interested in a feature, not how many users at a single customer are interested in a feature. Please refrain from skewing vote counts by having multiple users from the same customer vote for a single idea.
