Set Power Target on Bitmain factory firmware that supports % of default target

For S21Pro factory firmware supports power adjustment/throttling via a “slider” to set % of target factory hashrate.
We wish to be able to set it to x watts, in this case 3200 watts.

Our client set the power on the miner to 3200 watts using the “power draw” feature which (gulp) changes the calculated consumption without changing the power setting. This is not ideal obviously. Clients should NOT be able to set this, and SHOULD be able to set the power target.

This product idea is to be able to set the power target as a % of the default hashrate which is now a supported feature in factory firmware observed on FR 1.96.
