Power setpoint: disable ramp up

With the setpoint feature where its possible to have Foreman automatically adjust miners based on the meter input.

-It should be possible to disable ramp up or ramp down logic to avoid foreman constantly trying to adjust load.

In my case, We want to limit power consumpion at 39.5MW, and “never” exceed that. 

-However, when I enable the setpoint, Foreman runs everything available at all times to reach the setpoint.

A simple check “disable ramp up” on the setpoint event would be fantastic.
