Add Dispatch Window - Ambiguous Timezone

The Add Dispatch scheduling window ambiguously uses user-timezone instead of UTC/GMT or on-site local timezone.

User timezone is not an intuitive way to schedule the start and end of a dispatch. We need a warning message or tooltip on this menu. Preferably a change to a consistent timezone such as UTC or on-site timezone so that users in all locations can communicate using the same values.
