Adjustments to Alerts

Our site managers requested these changes to alerts:

1. A count of x miners - Can we make this a range?
If it were a range we could have a trigger that says if between 7 and 11 miners offline → pdu offline trigger
As it currently stands a pdu offline trigger is also fired by a larger outage.

2. In the alert email - Can it send a csv of miners included in the trigger?
If it came with a CSV we could use that to ID which rack caused the trigger
Currently it just shows a short miner list with no csv to download

3. Send to specific emails - Can this send to any email instead of just user emails?
We would like to use a trigger to send a teams message via a microsoft teams generated email.
Currently it only allows emails to be sent to users.
