Configurable PUE adder on consumption reports and consumption billing (parent + sub-client, no stacking)

We host under parent client Wildcat Blockchain (2792) with many sub-clients. Today Foreman consumption reports / consumption-based billing appear to reflect miner/IT load only.

Request a configurable PUE / facility overhead multiplier (example target ~1.07, i.e. +~7%) that:

1. Applies to consumption report kWh and any consumption billing that uses those figures.
2. Works for parent (2792) rollups and for each sub-client under that tree.
3. Does not stack across levels — if the adder is included at parent and sub-client, billed/reported kWh must still match (no double-count). Top-level billing must match what a client sees when they run power/consumption at sub-client level.

Nice-to-have: clear UI/account setting for the factor, and ability to re-run historical periods with the adder.

This closes a ~7% under-bill gap vs facility PUE for hosting operators.
